City Lighting Switchboard

The plaque reads; Board of Public Works, Dudley E. Waters Pres., Wm. T. Johnston, Jos. Emmer, Otis H. Watson, Orson A. Ball, Geo. R. Perry. The clock at the top of the switchboard shows 9:15. The switchboard appears to be located on an upper floor as stairways can be seen on both sides behind the equipment.
